The Grand Duchy of Luxembourg is a constitutional monarchy. The Grand Duke is mainly a titular role. The Prime Minister is head of the government, which works to respect the civil and human rights of its citizens. The law provides effective means of dealing with individual abuses. In the last few years, only prison overcrowding has been reported as a human rights concern. Overall, Luxembourg has one of the best human rights records internationally.
