The RAEW technique is intended to clarify to people the part they play in performing a specific business function within the enterprise. The technique leads to matrices that can be used during discussions with the people involved. These matrices also show the cooperation needed between individuals and groups.
The RAEW technique relates business functions to organization units, in a matrix. Each entry in the matrix is divided into four parts, the RAEW block.
- Responsibility - The upper-left square indicates that the organization unit is responsible for the activity.
- Authority - The upper-right square indicates that the organization unit has the authority to carry out the activity.
- Expertise - The lower-left square indicates that the organization unit has the expertise to carry out the activity.
- Work - The lower-right square indicates that the organization unit actually does the work connected with the activity.
Rules for Building RAEW Matrix
- For each business function each of the four roles must be addressed at least once.
- Each organization unit must play some role.
- If more than one organization unit is responsible or authorized for a given function, the analyst should look closer into the subfunction level closely to remove ambiguity.
